This bill establishes a competitive grant program administered by the Department of Commerce to fund fire protection services capital projects in rural counties. Eligible recipients include cities, towns, counties, special purpose districts, and other local entities providing fire protection services, with a maximum of $2,000,000 per jurisdiction per biennium. Grant awards require matching funds from the applicant and are prioritized based on factors including insurance fire ratings, leveraging of other funds, financial need, health and safety criticality, construction readiness, location in distressed areas, and service consolidation. Grant recipients must maintain the funded facilities for a specified period and use them for their intended purpose, or repay the grant principal plus interest at the state bond rate. The bill requires annual reports to the legislature beginning in November 2026 detailing applications received, approved projects, disbursements, and fund obligation timelines.
