This bill establishes a new county local road program administered by the county road administration board. It creates a county local road trust account funded through the motor vehicle fund to pay for preservation and improvement of county roads classified as local roads (not federal arterials or collectors), plus related administrative expenses. The board must adopt rules for allocating funds based on criteria including investment in overburdened communities, environmental health disparities, access to Indian reservations, road safety and integrity, collision history, community facility access, and identified planning needs. Eligible project types include resurfacing, reconstruction, bridge replacement, removal of fish passage impediments, and pedestrian facilities. Counties must provide matching funds, and beginning in 2026, counties that divert county road levy funds are ineligible unless they have fewer than 8,000 residents. The program takes effect July 1, 2025.
