House Bill 1015 would authorize Washington cities and counties to require that single-family home owners obtain a home energy performance report before publicly advertising a residence for sale. The report must be prepared by a state-approved home energy auditor and include a home energy score using federal methods, annual energy use and cost estimates by fuel type, comparison scores for context, greenhouse gas emissions by fuel type, and identification of significant efficiency improvements. Before implementing such a requirement, cities and counties must first analyze the financial impacts on low-income sellers and adopt a mitigation program including cost subsidies. The Washington Department of Commerce is directed to develop a standardized format for these reports by November 30, 2025.
