This bill establishes a statewide pilot program to provide down payment and closing cost assistance to eligible workers in targeted occupations and veterans. The assistance takes the form of zero-interest loans not to exceed five percent of the first mortgage or $25,000, whichever is less, for the purchase of a primary residence. Eligible occupations include law enforcement, firefighters, emergency responders, nurses, mental health professionals, social workers, child care workers, and others; participants must have household income below 100 percent of state median household income. The program, funded up to $15 million and administered by the housing finance commission, must begin making loans by December 1, 2025, with a deadline of June 30, 2027 for new loans. Loan repayment is deferred until the first mortgage is paid in full, the property is sold, or it is refinanced or transferred.
